FURNISHING BUSINESS ESTABLISHMENT OWNERS OF THE CITY ORDINANCES AND BARANGAY RESOLUTIONS GOVERNING THE OPERATION OF THEIR ESTABLISHMENTS.
WHEREAS, On October 14, 2012, the Punong Barangay conducted a dialogue with Sari-Sari store owners and reminded them of the existing city rules and regulations governing their operations. The Punong Barangay also reminded the store owners without a permit to secure the same to avoid closure of their establishments.
WHEREAS, the dialogue-meeting resulted to a more informed sari-sari store owners in the barangay. It also gave the opportunity for store owners to inquire about the processes and rules that the barangay is implementing regarding their operations.
WHEREAS, there is a need to do the same to the other owners of business establishments situated in the barangay namely Computer Shops, Apartments, Boarding Houses and street foods vendors to remind them of their responsibilities and to remind those who does not have business permits to secure the same.
NOW THEREFORE, on motion of Kagawad Van Oliver M. Dicang, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to conduct assembly for owners of Computer Shops, Apartment, Boarding Houses and Street Foods Vendors in Lower Quirino Hill Barangay.
RESOLVED FURTHER, that the persons and concerned offices be furnished with copies of this resolution.

REQUESTING THE OFFICE OF THE COMMUNITY ENVIRONMENT AND NATURAL RESOURCES OFFICER (CENRO) THROUGH ITS APPROPRIATE OFFICES TO LOOK INTO THE SAFETY OF LOWER QUIRINO HILL INHABITANTS RESIDING AT THE ADJACENT BUYOG WATERSHED FOR POSSIBLE COLLAPSE OF DEAD PINE TREES SITUATED THEREIN.
WHEREAS, Buyog Watershed is adjacent to the barangays Lower Quirino Hill and West Quirino Hill.
WHEREAS, Most of the thickly forested areas of the Buyog Watershed is located near its boundaries with Lower Quirino Hill.
WHEREAS, for several months now, residents nearby notice the impending falling into their houses of the dead pine trees situated just nearby their houses.
WHEREAS, during the past years, some pine trees were also subject to cutting and redirection by the City Disaster and Coordinating Council due to the dangers that it may cause the residents living nearby.
WHEREAS, to avoid accidents and dangers of the possible collapse of the said pine trees to the life and properties of the residents, there is a need for an immediate action regarding the matter.
NOW THEREFORE, on motion of Kagawad Van Oliver M. Dicang, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to request the Office of the Community Environment and Natural Resources Officer (CENRO) through its appropriate offices, to look into the safety of Lower Quirino Hill inhabitants residing adjacent Buyog Watershed for the possible collapse of dead pine trees situated therein.
RESOLVED FURTHER, that concerned offices be furnished with copies of this resolution.

SPEARHEADING ‘OPERATION TULONG KABABAYAN’, A VOLUNTARY HELPING CAUSE FOR THE FLOOD VICTIMS OF THE RECENT SOUTH WEST MONSOON.
WHEREAS, according to the National Disaster and Risk Reduction Management Council, the recent South West monsoon floods greatly affected more than 2.68 Million Filipinos mostly situated in the National Capital Region, Region 3 and Region 4-A.
WHEREAS, Baguio city and the Cordilleras were lucky enough since there were no major damages caused by the recent South West Monsoon.
WHEREAS, in the spirit of bayanihan, spearheading of such operation will greatly help and eventually uplift fellow Filipinos to start anew.
NOW THEREFORE, on motion of Kagawad Van Oliver M. Dicang, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to spearhead ‘Operation Tulong Kababayan’, a voluntary helping cause for the flood victims of the recent southwest monsoon.

DIRECTING THE OWNER OF A THREE (3) STOREY BUILDING CONSTRUCTION LOCATED IN FRONT OF THE LOWER QUIRINO HILL BARANGAY HALL TO REFRAIN FROM USING THE NORTH WESTERN PORTION OF THE BARANGAY BASKETBALL COURT AS A MIXING AND BATCHING AREA FOR CEMENT FOR THE UNDERGOING CONSTRUCTION THEREIN AND ORDERING THE SAME TO REMOVE ALL CONSTRUCTION MATERIALS PILED THEREIN FOR THE CONVENIENCE OF THE GENERAL PUBLIC.
WHEREAS, Section 4 of Republic Act 6763 provides:
Section 4. Use of the Facility. - There shall be no monopoly respecting the use of the concrete barangay roads/multipurpose pavements by any individual or association except in cases where the beneficial use thereof redounds to the benefit of the community.
WHEREAS, Section 1 of City Ordinance 02, Series of 2012 provides:
Section 1. It shall be a declared policy of the city government of Baguio to prohibit job mix activities at major thoroughfares and all barangay roads in the city as well as the placing of cement batching stations therein.
WHEREAS, for several months now, the bleachers and floor portion of the basketball court has been used as mixing and batching station for cement and storage for construction materials thereby depriving the barangay constituents of the beneficial use of the concrete facility.
WHEREAS, the above-mentioned policies of the government expressedly emphasized the prohibition on such activities.
NOW THEREFORE, on motion of Kagawad Van Oliver M. Dicang, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to direct the owner a three (3) storey building construction located in front of the Lower Quirino Hill Barangay Hall to refrain from using the North Western portion of the barangay basketball court as a mixing and batching area for cement for the undergoing construction therein and ordering the same to remove all construction materials piled therein for the convenience of the general public.
RESOLVED FURTHER, that the persons and concerned offices be furnished with copies of this resolution.

DESIGNATING HONORABLE KAGAWAD EVELYN C. CARIÑO AS THE OFFICIAL RELEASING OFFICER OF ALL MATTERS RELATING TO THE ISSUANCE OF BARANGAY CERTIFICATION AND CLEARANCES.
WHEREAS, since year 2010, Hon. Kagawad Evelyn C. Cariño has been designated by the Barangay council as the releasing officer of barangay clearances and certifications.
WHEREAS, Hon. Kagawad Evelyn C. Cariño was also identified by the Barangay Council as the ‘person-in-charge’ in the releasing of the above-mentioned barangay documents.
WHEREAS, Hon. Kagawad Evelyn C. Cariño voluntarily accepted the task of taking in charge the responsibility of a releasing officer.
WHEREAS, to formalize and be entered into the barangay records, there is a need for an official designation for the releasing of the said issuances.
NOW THEREFORE, on motion of Kagawad Van Oliver M. Dicang, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to designate Hon. Kagawad Evelyn C. Cariño as the Official Releasing Officer of all matters relating to the issuance of barangay certification and clearances.

REQUESTING THE ASSISTANCE OF HONORABLE COUNCILOR ISABELO B. COSALAN, JR., CHAIRPERSON, CITY COUNCIL COMMITTEE ON URBAN PLANNING, LANDS AND HOUSING COMMITTEE, IN THE CONDUCT OF FINAL SURVEY OF LOTS COVERED BY BOTH PROCLAMATION 7 AND 232 SITUATED AT PUROK 1, LOWER QUIRINO HILL BARANGAY.
WHEREAS, majority of the lots of Lower Quirino Hill Barangay are covered by Proclamation 07 of 2001 issued by then President Gloria M. Arroyo which declares that all lots covered shall be disposed through ‘Direct Sale’.
WHEREAS, the Lower Quirino Hill barangay had entered into a memorandum of agreement with RNG Private Surveying Firm, represented by Engr. Ryan P. Saguibal to conduct the individual survey of lots covered by proclamation 7 and the development of the final subdivision plan of the barangay.
WHEREAS, the final survey of the barangay lots under proclamation 7 and the subdivision plan had been completed, submitted and duly approved by the DENR on June 2007 covered by SWO-000716;
WHEREAS, there are several lots situated at purok 1 of Lower Quirino Hill Barangay that are covered by both Proclamation 07 and 232 and are excluded in the RNG survey because of the problem of overlapping areas of Proclamation 07 and 232.
WHEREAS, there is a need for a cadastral survey with the merging of both proclamation 232 and 7 that would serve as a final survey of these lots and would enable the respective lot occupant applicants to acquire lot ownership of the said lots through Miscellaneous Sales Application and subsequent process of titling thereof;
NOW THEREFORE, on motion of Kagawad Van Oliver M. Dicang, duly seconded, be it.
RESOLVED, as it is hereby RESOLVED, to request the assistance of Honorable Councilor Isabelo B. Cosalan, Jr., Chairperson of the City Council Committee on Urban Planning, Lands and Housing in the conduct of cadastral survey of lots at Purok 1 covered by both proclamation 7 and 232.
RESOLVED FURTHER, that a copy of this resolution be forwarded to the office of Honorable Councilor Isabelo B. Cosalan, Jr., for appropriate action.

WHEREAS, Republic Act 7160, otherwise known as the Local Government Code of 1991, devolved the responsibility to improve the quality of life of the people in communities and ensure the general welfare of its constituents to the local government units;
WHEREAS, Lower Quirino Hill Barangay guided by the provisions of the Local Government Code embarked on the Livelihood Initiative for Family Empowerment (LIFE).
WHEREFORE, on motion of all and duly seconded by all the present, be it
RESOLVED, AS IT IS HEREBY RESOLVED, to reorganize the Livelihood Initiative for Family Empowerment (LIFE) and to request the release of the funds allocated by the City Government in the amount of One Hundred Thousand Pesos (P100,000) during the term of Councilor Rocky Thomas Balisong.

TO REORGANIZE THE LIVELIHOOD INITIATIVE FOR FAMILY EMPOWERMENT (LIFE) IN PARTNERSHIP WITH BUBBLE GUYS
WHEREAS, the United Nations Organization (UNO) member states to include the Philippines identified poverty as a common concern and problem of the 189 UNO member countries, thus, agreed to focus on the eradication of extreme poverty and hunger as one of its priority project;
WHEREAS, in support thereto, the national government issued Republic Act 8425 or the Social Reform and Poverty Alleviation Act that zeroed in on winning the war against poverty;
WHEREAS, Republic Act 7160, otherwise known as the Local Government Code of 1991, devolved the responsibility to improve the quality of life of the people in communities and ensure the general welfare of its constituents to the local government units;
WHEREAS, Lower Quirino Hill Barangay guided by the provisions of the Local Government Code embarked on the Livelihood Initiative for Family Empowerment (LIFE) in partnership with Bubble Guys.
WHEREFORE, on motion of all and duly seconded by all the present, be it

WHEREAS, Ms. Lilibeth Balangue, a permanent resident of the Barangay has expressed her willingness a good moral character, the member of the Sangguniang Barangay declared that she meets the necessary requirements for a Barangay Nutrition Scholar;
WHEREAS, after a thorough review and assessment of her qualifications, in addition to possessing a good moral character, the member of the Sanggunaing Barangay declared that she meets the necessary requirements for a Barangay Nutrition Scholar;
