Baguio’s Youngest Bocap is 21

BAGUIO CITY — The youngest barangay captain of the city of Baguio said that age does not matter in the delivery of quality public service to his constituents.
YOUNGEST PUNONG BARANGAY. 21 year-old Van Oliver Dicang is the youngest barangay captain in Baguio City. He said his outstanding performance when he was a Sangguniang Kabataan Chairman and a Barangay Councilman convinced his village mates that he is worthy of being their captain.
Van Oliver Dicang was born on December 23, 1991 here in Baguio City. He is 21 years old at present. His father is a civil engineer who is an Overseas Filipino Worker (OFW) while his mother is a day care teacher.
Dicang said since he was an elementary pupil, he wanted to be a credible leader and a good listener and serve others. He said he became a class president when he was in grade four.
When he was in high school, he ran as a Sangguniang Kabataan in his barangay, Lower Quirino Hill. In 2007 to 2010, he became the SK chairman. Dicang said he was named the most outstanding SK chairman of Baguio City that time.
In 2010 to 2013, Dicang was voted as one of the barangay Kagawad of Lower Quirino. During his term as a barangay councilor, he was commended as one of the top 20 most performing kagawads of the city.
“Uray saan tayo a nakastrek idiay top ten kagawads ti Baguio, naragsak tayo ta nakita met ti ikasta tayo nga agserbi,” (We are happy even if we did not make it to the top ten kagawads of Baguio because they recognize our quality of service) Dicang said.
Dicang topped the electoral race in his barangay beating his three opponents. He said like him, they are incumbent barangay officials during the elections.
He said he is not the youngest kagawad though in the whole country as there is younger barangay captain. He said there is an 18 year-old bocap in one of the barangays of Pangasinan.
Dicang said he will serve as barangay captain for one term only as he is currently a first year law student at the University of the Cordilleras (UC) and he needs to focus on his studies after his term. He finished his college course of Bachelor in legal studies at the Saint Louis University (SLU).
He said he has no intentions yet to run for higher positions. He added that he is not closing the doors though.
